It's a little bit harder than you think. I wont go into details, but trust me on this one.

it is infuriating and on the face of it, it is so simple. once you have jumped through all the hoops (and there are many if you want access to people's files), it is easy. You do have to sign an agreement with the CRA's that you in turn will share every dot of information with them, in return for them allowing you access to their files and you also have to pay for this privilege.
