I don't think you can buy just 1 litre because most garages have a minimum spend or delivery amount.

Now is fuel metered from the nozzle or the pump? if it is the latter who owns the fuel in the pipe

Crikey Main Man this is rhetorical, I would imagine the garage/fuel supplier owns it until it is paid for by you after it is in your fuel tank.

Sometimes when you fill up you will find that some people hold the hose up above their head, they do this to drain all the fuel thats left in the pipe after the pump has stopped,....... but also sometimes when you fill up if you hold the pipe up you will get fuel coming out of the nozzle if you press the lever before you start the pump,... if you do this you will find that you will get about half a cup of fuel out before you press the trigger, paid for by the previous person who the answer to who owns the any fuel left in the pipe is the previous person who filled up unless they had done the above, ........but you can get half a cup of fuel for free sometimes if you put the nozzle in your filler cap and lift the hose before you operate the pump....... the longer the hose the more fuel you could get as a gift from the previous customer!!
