Default motion picture clips by email?

Hi - I've got some footage taken with my camera that I need to send to Northants County Council - my camera seems to save as .mov and plays on the PC through Quicktime or Media Player. Can anyone advise how I can condense these clips (edit) and send by email without files being immense??

free up to 100mb per uplink..

should fit ok, if you have problems just split the file up..
