water damage again!!!!!!!!!!!

this is the water damage from the property attached with the dodgy drain, it continues to spew out foul smelling water and environmental health say they have not seen it overflow so it is not a problem!!??

I have plenty of video and photos of it, one just taken a minute ago!!!!

so mr or mrs environmental health, it is overflowing! they say all they can do it clear it, why oh why cant I get it fixed by those responsible, I can hardly go digging up the ground under someone else house now can I??

in addition, - some fool has lifted the surrounding paving bricks and cemented underneath so the water cannot escape up and can be seen forming a funnel of fast water along the outer walls, thus undermining the whole foundation!!!!!!!!!!!!!!!!!

what can I do?????????????????????????
